In 1840 he went into opposition over foreign policy, retired, and wrote his second great work, Histoire du consulat et de l'empire (1845-62). He returned to active politics in 1863, led the peace negotiations in 1871, took a major share in planning economic and military reconstruction, and was first President of the Third Republic.
